Only when you press Start interview in the call. Setting up, reading your resume and checking your camera in the lobby are free. Reloading the page during an interview doesn't use another credit.
The call shows how much time is left and warns you two minutes before the end. When time runs out, the interviewer wraps up and you get your report for every question you answered. If you end the call early, the credit is still used.
